Chair of Comparative and European Law

The Chair of Comparative and European Law (CCEL) was founded on July 1, 2003 as a result of the reorganization of the Chair of Comparative Law that had been functioning at the Institute since 1992 (heads of the Chair were Professors Petro Martynenko, Volodymyr Zabihaylo).

Today the scientific potential of the Chair consists of 9 academics, including 4 professors (Ivan Bilas, Olha Shpakovych, Vadym Popko, Kseniia Smyrnova), 5 associate professors (Alla Fedorova, Olha Goncharuk, Olena Lysenko, Olena Sviatun, Illya Vlyalko). The members of the research department of the IIR are also actively involved in the activities of the Chair: Iryna Berezovska (Researcher, PhD), Olha Kalinina (Junior researcher, PhD).

The establishment of the Chair of Comparative and European Law was primarily related to the strategic direction of Ukraine's integration into the European Union and the objective need for training qualified staff to work in the sphere of the foreign policy of our country. The Chair was the first Ukrainian centre of European law and the true centre for training young scientists. In 1997 the IIR won the competition and it became the coordinator of the TEMPUS-TACIS project “The Training of Experts in the European Studies” for the first time in the Ukrainian history. During the implementation of this Project with the assistance of the International Renaissance Foundation the Centre for European Studies was established on the basis of the Institute. In this Centre such Master courses as “European Policy”, “European Law”, “European Economy and Integration” and European Researches Summer School were provided. The department of international law provides major studies in European law.

In 1999 within the framework of the agreement between Taras Shevchenko National University of Kyiv and University Paris-2 Panthéon-Assas the academic programme on French and European Law for the 4th and 5th – year students was implemented. As a result of this Programme 17 graduates of the Institute of International Relations received double Master’s degrees of the University Paris 2 Panthéon-Assas and Taras Shevchenko National University of Kyiv. At the same time, our Institute together with Ivan Franko National University of Lviv and some foreign universities participated in the implementation of the TEMPUS project “European Law at the Ukrainian Universities”.

The teaching of courses and participation in the international academic programmes was provided by the research and academic staff of two chairs - international law (headed by Associate professor Viktor Muraviov) and comparative law (headed by Professor Volodymyr Zabihaylo). That created some inconveniences regarding the coordination of the training-methodical and educational-organizational work. In this regard, and in view of the objective needs to continue the educational and professional training of specialists in the field of "European law", the Chair of Comparative Law was reorganized and renamed as the Chair of Comparative and European Law.

Main areas of research activities of the Chair are comparative law, European Union law and the Council of Europe law.

2003 – 2018 the Char was headed by the leading Ukrainian scientist - Doctor of Jur. Sciences (Dr.hab), Prof. Viktor Muraviov. Him being the head of the Chair for 15 years laid down the foundations of the Ukrainian European law scientific school, and the Chair turned into the leading centre for the genesis and development of European law science in Ukraine. Former students of Professor Muraviov successfully presented their Ph.D. theses in the field of the European law and started teaching in the framework of the Chair. As a result of their activities a number of European law courses were developed and implemented for the first time in Ukraine.

Since November 8, 2019 the Chair is headed by Prof. Ivan Bilas.

At the same time, the Chair continues the traditions of professional teaching of comparative law courses, laid by professors Petro Martynenko and Volodymyr Zabihaylo. Thanks to the efforts of Professor Ivan Bilas, Associate professors Olena Lysenko and Olha Goncharuk comparative courses curricula reflect the latest developments of comparative law science.

The coordinated daily activities of the team is provided by the Chair Assistant - Olena Sierova.

On September 11, 2019, at the meeting of the Chair of Comparative and European Law the Programme for the development of the Chair for 2019-2024 was approved.
