Bankruptcy Talks with the title "Insolvency of Natural Persons"

Bankruptcy Center of Business School of the Institute of International Relations of Taras Shevchenko National University of Kyiv and Private Law Research Group of Private International Law Department held on May 6, 2025 the 5th traditional Bankruptcy Talks as an event of the series of professional discussions within the topic "Problems in the field of concursus law and finding solutions" with the title "Insolvency of Natural Persons". The event was held at the Institute of International Relations.

Moderator Oleksandr Biryukov, Professor of Private International Law Department and the Head of the Bankruptcy Center, began a meeting with a historical reference to the history of the development of so-called international standards – a comparative analysis of the World Bank on the systems of solving the problems of the natural persons insolvency of, in which he participated. He reminded that Ukraine became the first country in the world in which the document was officially presented.

The working group coordinators from the World Bank Jose Garrido and Adolfo Rouillon

together with a member of the working group Oleksandr Biryukov, presented the document on May 24, 2013 in Kyiv at an international conference, a few weeks after its approval.

The moderator pointed to those provisions that did not enter to the current bankruptcy procedures from the Law Draft "On the restructuring of natural persons' debts or declaring him bankrupt", which then became the Book Four of the Bankruptcy Code and which was drafted byOleksandr Biryukov.

The discussion of the bankruptcy system of natural persons was further built on the difference with bankruptcy of legal entities.
