Course on ‘Higher Education Policy and Management in Emergencies’ at the University of Tampere (Finland)

Dear first-year Master’s students and first- and second-year PhD students!

As part of the joint project with the University of Tampere (Finland) entitled ‘Advancement of Resilient and Innovative Higher Education in Ukraine’, funded by the Finnish National Agency for Education (EDUFI), you are invited to enrol on the course ‘Higher Education Policy and Management in Emergencies’ (2 ECTS) during the week of 1–8 June 2026 at the University of Tampere.

Course syllabus:

  • Public policy and policy analysis: foundational concepts, framework, instruments and implementation.
  • Policy borrowing, transfer and convergence. Assessment and evaluation of policy programmes.
  • Policy making in times of crisis. Crisis management of higher education systems and institutions: policies and practices.
  • Humanitarian programming and disaster risk reduction: conceptual premises and their operationalisation. Aid flows in higher education.
  • The role of stakeholders in policy processes and reforms.
  • Social dimension of higher education.

Requirements for applicants:

  1. Residence in Ukraine.
  2. Proficiency in English at C1 level or above (verified).
  3. An average grade of 85 or above for the most recent academic term.
  4. Applications for the University of Tampere grant must be submitted by 1 May 2026.

To register for the course by 1 April 2026, please complete the Google Form via the following link.  

Grants are expected to be awarded to 6 people. The grant amount per person is €1,000 + €70 per diem. The grant covers travel costs between Kyiv and Tampere, accommodation in Tampere and insurance.

Applications will be reviewed and the list of grant recipients drawn up by Taras Shevchenko National University of Kyiv. The decision to award grants on a competitive basis will be made by the project coordinator – the University of Tampere. Grant recipients will be selected and notified by 10 May 2026.

Upon completion of the programme, students/postgraduate students will receive a certificate and an entry in the diploma supplement/academic transcript.

THERE IS ALSO THE OPTION TO JOIN THE COURSE ONLINE!

The sessions will be delivered in a hybrid format: we will provide live streams of lectures via MS Teams or Zoom, as well as moderated virtual rooms for group tasks and discussions, which will encourage active participation from each of you. The course will be delivered by experienced lecturers from the University of Tampere (Finland), Taras Shevchenko National University of Kyiv and the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine.

Course dates: 1–5 June 2026.

Class times: 9:00–18:00

Lunch breaks will tentatively begin between 11:30 and 12:00 and last approximately 1–1.5 hours, depending on the pace of the sessions and your level of engagement. We do not set a rigid timetable, as we aim to create a flexible and comfortable environment that takes into account the group’s pace and your level of engagement.

Virtual students will have several online meetings with the course coordinator and lecturers and will have the opportunity to familiarise themselves with contemporary academic literature and engage in mutual discussion before the course begins.

The introductory online meeting for students taking the course remotely will take place on 15 May 2026. Students on the online courses will be given a preliminary assignment before the start of the mobility period.

Upon completion of the course, you must prepare an individual project. This is a compulsory component of the course, which will allow you not only to demonstrate the knowledge you have acquired but also to receive an official TAU certificate, which will be a valuable addition to your professional portfolio.

Depending on the total number of virtual participants from Taras Shevchenko National University of Kyiv and the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine, we will select one of the following formats for the presentation of your projects:

  • an online defence on Saturday, 6 June 2026 (if the group is small); 
  • or recording and uploading video presentations to Moodle (to be assessed by the lecturers).

In any case, please be prepared for the presentation on Saturday. It would also be wonderful if you could join in watching the presentations by physically mobile students for at least a few hours, to exchange experiences and get a feel for the atmosphere of a shared academic space.
