The Council of Europe Observatory is an enhanced partial agreement of the Council of Europe whose mission is to promote quality history education in order to improve the understanding of democratic culture. The Observatory provides a clear picture of the state of history teaching in member states based on reliable data and facts about how history is taught through general and thematic reports.

As of April 2025, 18 member states of the Council of Europe are participants in the CoE Observatory, with two more countries having observer status.

Ukraine's participation in the Observatory's activities is particularly important given the need for systematic work on the formation and use of true narratives about the historical past of our country in the European context, as well as the introduction of the European dimension in historical education.

As a result of the agreements between the Ministry of Education and Science of Ukraine and the Observatory of the Council of Europe reached in Strasbourg on 27 February 2025, the Observatory's leadership received an invitation from me as the newly elected Deputy Head of the Observatory's Bureau to visit Ukraine. The purpose of the visit is to get acquainted with the field of higher education, in particular with approaches to teaching history, training of specialists, as well as to establish cooperation between Ukrainian higher education institutions and the Council of Europe Observatory in promoting Ukrainian historical narratives on the European historical agenda.
