Lecture by the Japanese Ambassador at the Institute of International Relations

On May 18, 2026, with the support of Professor and Diplomat Mykola Kulinych, the Institute of International Relations hosted a lecture by his excellency Masashi Nakagome, Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine. The event focused on current geopolitical challenges, the transformation of international security, and prospects for cooperation between Ukraine and Japan.

The Ambassador was welcomed by Acting Director of the Institute, Professor Olena Pryiatelchuk, who emphasized the importance of international dialogue and the development of Ukrainian-Japanese cooperation.

The lecture addressed the current state of Ukrainian-Japanese relations, Japan’s support for Ukraine, and new challenges to international security. Ambassador Nakagome stressed that Japan’s position remains unchanged: continued support for Ukraine and maintenance of sanctions against Russia in coordination with G7 partners.

Key areas of cooperation include political and diplomatic dialogue, as well as large-scale assistance to Ukraine. Japan has provided a total of $20 billion in aid, covering energy, demining, infrastructure reconstruction, healthcare, and social services. Japan also continues to support Ukraine in the defense sector, including medical treatment for wounded Ukrainian soldiers, provision of vehicles, and contributions to NATO trust funds.

Special attention was given to the transformation of Japan’s security policy and the revision of its National Security Strategy. 

According to Ambassador Nakagome, the situation in Ukraine today could soon become a reality in East Asia.

Among the main factors shaping new security risks are:

  • China’s active military buildup and increasing attempts to change the status quo by force;
  • North Korea’s continued development of nuclear and missile programs and deepening military cooperation with Russia;
  • Russia’s growing foreign policy and military activity in East Asia and the Far East.

Concluding his speech, the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome stated: “Japan and Ukraine can and should develop a new partnership — a partnership in which both sides learn from each other, support one another, and jointly shape the future. Through such cooperation, our countries will become more resilient, stronger, and more prosperous.”
