Public Diplomacy as a Tool of Strategic Influence: Lecture by Viktoriia Lialina-Boiko for First-Year International Relations Students
On May 5, 2026, as part of the course "Fundamentals of Diplomacy and Diplomatic Service"(Lecturer: Prof. Viktor MATVIIENKO), a guest lecture was held that bridged academic theory with the real-world practice of foreign policy. Viktoriia LIALINA-BOIKO, Director of the Department of Public Diplomacy and Strategic Communications of the Ministry of Foreign Affairs of Ukraine, addressed first-year students of the "International Relations" program.
The event was organized with the support of the Department of International Organizations and Diplomatic Service.
Key Highlights of the Lecture:
Strategy in Action: Ms. Lialina-Boiko spoke in detail about the transformation of public diplomacy during the full-scale invasion, emphasizing its role as a powerful tool for securing international support and shaping Ukraine's global image.
MFA Toolkit: Students gained insights into modern cultural diplomacy mechanisms, digital communications, and strategies for engaging foreign audiences to promote national interests.
Professional Competencies: The speaker outlined the essential qualities of a modern diplomat, highlighting the importance of critical thinking, creativity, and the ability to respond swiftly to challenges in the global information space.
For future diplomats, such meetings provide a unique opportunity to learn about the "inner workings" of the Ministry directly from heads of specialized departments. The open dialogue format allowed freshmen not only to gain up-to-date knowledge but also to ask questions regarding their future professional careers.
We express our sincere gratitude to Ms. Viktoriia LIALINA-BOIKO for an insightful lecture and professional guidance, and to the Department for organizing this vital practical component of the curriculum!
