Why Ukrainian Diplomats Find Themselves inAwkward Situations: An Interview with Business Protocol Expert Nataliia Rylach
Nataliia Rylach, Associate Professor at the Departmentof International Organizations and Diplomatic Service atthe IIR and PhD in Economics, spoke in an interviewwith Politarena about the role of diplomatic protocol andetiquette in international relations. She explained thedifferences between these concepts and emphasized thatprotocol is not simply a set of formal rules, but animportant political tool of diplomacy and internationalcommunication.
The interview covered the principles of reciprocity, precedence, international courtesy, respect forsovereignty and national symbols, as well as the culturaland religious traditions of partner countries.
Nataliia Rylach also discussed the preparation of officialvisits and high-level negotiations, including who isresponsible for protocol arrangements for the Presidentof Ukraine, diplomats and delegations, and how theprotocol services of the Office of the President and theMinistry of Foreign Affairs of Ukraine operate.
She also explained why not every breach of protocolshould be viewed as a “scandal”, how to distinguish anaccidental mistake from a deliberate protocolprovocation, and why such situations should always beanalyzed within their broader political context.
The interview also addressed common protocol mistakesmade by politicians and diplomats, responsibility forpreventing them, diplomatic precedence, the status ofdiplomats, and the proper use of national symbols.
Nataliia Rylach emphasized the importance ofprofessional training in diplomatic protocol and spokeabout how such specialists are trained at the IIR of TarasShevchenko National University of Kyiv, wherediplomatic and business protocol and etiquette are animportant part of the professional training of futurediplomats and international relations specialists.
