Oleksandr Biriukov took part in the international CERIL conference
On 13 November 2025, Oleksandr Biriukov joined the sixth annual meeting of the Governing Board of CERIL (Conference on European Restructuring and Insolvency Law) as a permanent member of the Organization.
The annual meeting was traditionally held alongside an open international conference where CERIL Working Groups presented their completed research and ongoing studies. This year’s reports were delivered by Working Group 16 (digital assets in insolvency proceedings) and Working Group 13 (access to information and confidentiality in bankruptcy cases).
The central topic of the public conference focused on the regulation of the initial stage of insolvency proceedings, including the debtor’s obligation to file for bankruptcy in cases defined by law.
A notable highlight was the presentation of Professor Michael Veder, dedicated to the current European academic debate on defining the concept of “insolvency.”
“This presentation was particularly insightful for me, as it addressed a key issue — defining ‘insolvency’ within the framework of modern European law,” noted Oleksandr Biriukov.
During the subsequent discussion, the speaker recommended consulting his recent publication, “Defining Insolvency. Proposals for Harmonisation in the European Union” (2023).
The closed part of the meeting focused on CERIL’s statutory matters, the welcoming of new members, and the approval of plans for the upcoming year.
