The Palacky University in Olomouc, Faculty of Law, and Taras Shevchenko National University of Kyiv hereby invite you to attend the International scientific colloquium titled “Principles of good public administration and guarantees of their application in the practice of Ukraine and the Czech Republic” scheduled for Monday, October 23, 2023 (from 2 p.m. to 5 p.m.)

The colloquium is organized by the Faculty of Law, Palacky University in Olomouc as a part of project: Intensive research and pedagogical cooperation (academic staff and students), support of publication activity and qualification growth of Taras Shevchenko National University of Kyiv academic staff, CODE project (COoperation and DEvelopment).

The colloquium will be held in hybrid form (face-to-face form at the Faculty of Law in Olomouc and at the same time online via the Zoom application).

Thematic focus:

The principles of good administration represent a set of requirements for universally correct and accommodating public administration and are primarily aimed at protecting the subjective rights of public administration recipients. But they have wider implications, namely to protect the objective law and public interests. These principles are reflected in the legal systems and practices of all democratic states, as well as at the European and international levels. The Council of Europe has played a significant role in their formulation and enforcement. 

Among these principles, we include the principle of legality, legal certainty, legitimate expectation, proportionality, impartiality, equality, transparency and publicity, speed and others. The point is that public administration should primarily be a service to the public.

All these principles need not only to be formulated, but above all to be respected and fulfilled in practice. It is their implementation in the practice of public administration bodies that helps to ensure that "good" public administration is carried out in relation to the addressees. Therefore, various control mechanisms, such as the judiciary (especially administrative and constitutional), the ombudsman, the responsibility of the state and other public entities for damage, the disciplinary and criminal liability of public administration employees, but also the right to information and the possibility of citizens to participate in the administration of public affairs also help to fulfill the principles of good administration 

We welcome any contributions which, on a national, European or international scale, will focus on the above issues and contribute to an important discussion on this topic.

Instructions for the authors:

Each paper must be submitted in the form required by the editors (according to the following structure). The paper must be processed in WORD format (*.doc, *.docx) or compatible and delivered in data form to the email adela.hepova@upol.cz. The paper in its final form needs to be submitted until November 15, 2023. To have your paper published in the collection of papers, the following requirements must be met: presenting the paper at the conference, preparing the paper according to “article structure”, submitting the paper within the set deadline in a proper structure.

  • Keywords (English), max. 3 lines 

The text of the paper: text should be appropriately divided into individual paragraphs. Each paragraph on a new line. To insert footnotes use References tab. Citations according to the usual form. Depending on its scope and focus, the article will be included in the appropriate section of the magazine.
