JEAN MONNET CENTRE OF EXCELLENCE THE EU FOREIGN AFFAIRS: EXPERIENCE AND CONTRIBUTION OF THE VISEGRAD GROUP COUNTRIES CENTER FOR ARABIC STUDIES RETHINKING REGIONAL STUDIES (BBSR) UNIVERSITY COURSES IN EUROPEAN ECONOMIC INTEGRATION

1. TEMPUS TASIS International Education Program No. T_JEP-10337-97

After winning the competition under the TEMPUS-TASIS program in 1997, the Institute became the first educational institution in Ukraine and among the CIS countries to coordinate the "Training of specialists in the field of European studies" project, which was carried out jointly with the Brussels Free University (Belgium), the Institute of Political Studies of the Munster University (Germany) and the University of Hull (UK), with Professor Shnyrkov O.I. being the coordinator).

The estimated cost of the project: 470-545 euros.

Target date: January 15, 1998 - April 30, 2001

This project provided the opportunity for an annual traineeship of 16 lecturers, 4 post-graduate students and 4 students, as well as for 6 professors from the partner institutions to give lectures on European politics, with annual technical assistance worth 27,000 USD for the development of the material and technical base. Within the framework of the project, a new major in “European policy” and a two-year master's program of this major was introduced at the Institute, and in 1998, the Summer School in European Studies began its work. In 1999, the Center for European Studies was created, a specialized educational and research unit of the Institute, which inaugurated new master's programs on European politics, European economics and integration, European law, European communications, Information security of Europe (with Associate Professor Kopiika V.V. being the head of the project).

 

2. The Agreement on cooperation between the Institute and the “Philip Morris Ukraine” company had been in force for 5 years (1997-2002) and was aimed at supporting the Institute's educational and research activities. Within that period, 179 students received scholarships, 60 students received awards for best student scholarly work, 12 postgraduate students and 15 scientific leaders received awards for the early defence of PhD theses and scientific leadership. The publication of 17 textbooks, manuals and monographs with a total volume of 220 p.p. was funded by “Philip Morris Ukraine” sponsorship contribution. The sponsorship also funded the participation of more than 70 students, graduate students and lecturers in international scientific conferences, seminars, and symposia within the total amount of $ 25,000. The Department of Foreign Languages received $ 6,000 to hold an annual English language competition. In total during 1998-2002 under the program of cooperation with “Philip Morris Ukraine” company, the Institute funded educational and research work for 194,000 US dollars.

 

3. TEMPUS Compact Project No. 20551-99

In 1998, the Institute prepared a two-year project for the TEMPUS program: Establishment of a National Innovation Education Center

Partners: Ministry of Education and Science of Ukraine, University Aachen (Germany) and King's College (UK).

Cost: 300,000 (200,000 euros)

Project objectives:

  • To create a database of funds financing educational projects and mobility of graduates and post-graduates.
  • To inform universities through the electronic distribution of relevant information and the monthly distribution of the INCOS Bulletin on the available funding opportunities for their projects or mobility.
  • To hold methodological workshops, presentations, etc. on a pro bono basis in the field of educational innovation for workers in higher education.
  • To publish educational and scientific-methodical literature based on research materials produced by the Center.

Since 2002, the National Innovation Center for International Educational Programs "INCOS" provides information on international projects in the field of science and education to all departments of the Institute, the University, as well as to 53 higher educational institutions in Ukraine. The Center has prepared, at the request of the International Renaissance Foundation, a database of scientific projects of higher educational institutions of Ukraine in two languages ​​for foreign partners. During the project implementation, a number of materials on fundraising in the field of higher education were published, such as “Fundraising: Key Features and Forms”, “Fundraising as a Methodology for the Preparation of Applications”, and “Management of International Educational Projects. Methodical Handbook“. The series of manuals prepared by the Institute and Innovation Center "INKOS" is devoted to both general and narrow issues of the methodology of attracting extrabudgetary finance sources to develop higher educational institutions, primarily through the development of mutually beneficial cooperation with international and foreign funds and organizations financing educational projects, as well as with European, American and other higher education institutions.

 

4. TEMPUS Project "Study of International Finance in Ukrainian Universities"

Partners: Zaporizhzhya National Technical University, University of Liverpool (Great Britain), Technological Institute of Western Macedonia (Greece), Higher School of Lisius (Belgium).

Project duration: 2001-2004.

Total cost: 490 000 euros.

Basic department - department of monetary, credit and financial relations, headed by Professor Rogach O.I.

Every year 4 students, 6 graduate students, and 8 lecturers underwent internships in foreign higher educational institutions in partnership. Within the project framework, 22 training courses were developed, including distance education, 2 textbooks were prepared, computer equipment worth 27,000 euros was received, 8 foreign professors delivered lectures and with the signature of the Ministry of Education and Science of Ukraine the textbook "International Finance" was prepared. A master's program in international finance is under creation.

 

5. Project TEMPUS “European Law in Ukrainian Universities”

Partners: Lviv National University named after Ivan Franko, University of Innsbruck (Austria), University of Kiel, University of Regensburg (Germany), University of Lund (Sweden) and King’s College (Great Britain).

Project duration: 2001 - 2004.

Cost: 2500000 euros.

Basic departments: international law (headed by Associate Professor Zadorozhny O.V.); international private and customs law (headed by Professor Dovgert A.S.); comparative and European law (headed by Associate Professor Muravev V.I.).

The project's primary designation is to provide the appropriate retraining of civil servants and private sector representatives to promote economic and legal cooperation between Ukraine and the European Union. Within the project framework, 20 lecturers of the Institute received advanced training, 22 training seminars were organized in Ukraine, Poland, Greece and Russia and a Distance Education Center was established. In addition, 200 students underwent advanced training from about 30 central government bodies, including the Presidential Administration, the Verkhovna Rada, the Cabinet of Ministers, ministries and government departments of Ukraine. Equipment worth 250,000 euros was received.

The implementation of the project contributed to a significant expansion of international cooperation of the Institute. Thanks to the implementation of this project, the Institute was primarily brought to the direct implementation of the interstate agreements of Ukraine.

 

6. The Agreement with the University of Pittsburgh (the USA) (signed in 2002)

Project duration: 2002-2005

Project cost: 600,000 USD

The basic chair was the Chair of Private and Customs International Law; the Head of the Chair was Professor Dovhert A. S.

The main goal is to develop training courses on international private law, to improve the qualifications of the Institute's lecturers in the United States of America, to organize courses of lectures by American professors, and to strengthen the physical infrastructure of the Institute.

During the implementation of the Agreement with the University of Pittsburgh, students of the Institute of International Relations were given courses by the professors of the University, as a result of which 17 students of the IIR received the corresponding diplomas.

Funds for the library of the Institute were supplemented with textbooks, lecture notes, and manuals. The Chair of Private and Customs International Law was equipped with modern computer equipment and communication means.

 

7. The Joint Project under the TEMPUS IV programme Means of Providing the Qualitative Governing of the Internationalization Process.

The project coordinator was the Carl von Ossietzky University of Oldenburg (Oldenburg, Germany).

Project duration: January 15, 2009 - January 15, 2012.

Project cost: 300,000 euros

The aim of the project was to make the process of internationalization one of the main strategic goals of the universities and ensure a high level of internationalization of the participating universities.

On September 21, 2009, the Institute of International Relations of the Taras Shevchenko National University of Kyiv was visited by a delegation of representatives of the Joint Project (JP) within the TEMPUS IV Programme. The delegation consisted of Birgit Bruns, Director of the International Relations Department of the Carl von Ossietzky University of Oldenburg, Project Coordinator; Anna Baimarova - employee of the Department of International Relations of the Baku Slavic University; Suzanna Karakhanyan - Head of the Department for Development and Modernization of the National Centre for Quality Assurance in Vocational Education (Yerevan State University).

The project evaluated the level of internationalization of the participating universities of the State Parties. The purpose of the visit was to discuss the results of determining the level of internationalization, defining of the strongest and weakest sides of the process of internationalization of the Kyiv National Taras Shevchenko University.

From May 26 to June 9, 2010, employees of the Institute of International Relations: assistants S.O. Makovsky, O.A. Chugayev, researcher D.O. Filippenko and postgraduate student T. Balyuk participated in the workshop organized with the support of the European Commission in accordance with the TEMPUS programme with the Taras Shevchenko Kyiv National University. It was held at several universities of foreign countries (Torun, Republic of Poland; Oldenburg, Germany; the city of Niemen, the Netherlands; the city of Alicante, the Kingdom of Spain).

On June 15, 2011, the visit of external experts on the management of international ties was held to the Institute, where the issues regarding changes in the international ties of the Kyiv National University during 2009-2010 were discussed. Within the framework of the project, there was held an exchange of experience in organizing and establishing cooperation. During 21-22 October this year, the final international conference within the framework of the TEMPUS project Means for ensuring the quality management of internationalization was attended by representatives from 10 EU countries and 12 universities from the CIS.

 

8. Project "University Courses on European Economic Integration"

(No. 542395-LLP-1-2013-1-UA-AJM-CH) was realized by the Chair of World Economy and International Economic Relations (WEIER) of the Institute of International Relations of the Taras Shevchenko National University of Kyiv with the support of the European Union's Life-long Learning programme (Jean Monnet programme, key activity 1).

 

9. The project "EU foreign policy: experience and contribution of the Visegrad countries"

2015-2017, the project EU Foreign Policy: Experience and Contribution of the Visegrad Group (No. 61450044) was launched at the Institute of International Relations of the Taras Shevchenko National University of Kyiv. The project was implemented by the Chair of International Relations and Foreign Policy of the Institute under the programme Visegrad Four - Eastern Partnership: University Research Grants of the International Visegrad Fund.

 

10. The joint project of the Institute of International Relations of the Taras Shevchenko National University of Kyiv and the Roman Yakemchuk Foundation (Belgium) includes 12 grants for studying the educational programme European Studies in the 2018-2019 academic year.

Term of studying: 1 year and 4 months. The educational process is provided by the Institute of International Relations of the Taras Shevchenko National University of Kyiv in cooperation with the Catholic University of Leuven (Belgium). The disciplines will be taught in Ukrainian and English.
