The Chair of Comparative and European Law (CCEL) was founded July 1, 2003 as a result of the reorganization of the Chair of Comparative Law that had been functioning at the Institute since 1992. (Heads of the Chair were Professors Petro F. Martynenko, Volodymyr K. Zabihaylo).

Since November 8, 2019, the department is headed by Prof. Ivan H. Bilas.

Today the scientific potential of the Chair consists of 10 academics, including 4 professors (Ivan H. Bilas, Vadym V. Popko, Olha M. Shpakovych, Kseniia V. Smyrnova), 6 associate professors (Yana S. Benedyk, Alla L. Fedorova, Olha V. Goncharuk, Olena M. Lysenko, Olena V. Sviatun, Illya V. Vlialko). 

The Chair continues the traditions of professional teaching of comparative law courses, laid by professors Petro F. Martynenko and Volodymyr K. Zabihaylo. Thanks to the efforts of Professor Ivan H. Bilas, Associate professors Olena M. Lysenko and Olha V. Goncharuk comparative courses’ curricula reflect the latest developments of comparative law science.

The establishment of the Chair of Comparative and European Law was primarily related to the strategic direction of Ukraine's integration into the European Union and the objective need for training qualified staff to work in the sphere of the foreign policy of our country. The Chair became the first Ukrainian centre of European law and the true centre for training young scientists. 1997 the IIR won the competition, and it became the coordinator of the TEMPUS-TACIS project “The Training of Personnel in the European Studies” for the first time in the Ukrainian history. During the implementation of this Project with the assistance of the International Renaissance Foundation the Centre for European Studies was established based on the Institute. In this Centre, such Master courses as “European Policy”, “European Law”, “European Economy and Integration” and European Research Summer School were provided. The chair of international law provides major studies in European law.

The teaching of courses and participation in the international academic programmes was provided by the research and academic staff of two chairs - international law and comparative law. That created some inconveniences regarding the coordination of the training -methodical and educational-organizational work. In this regard, and in view of the objective needs to continue the educational and professional training of specialists in the field of "European law", the Chair of Comparative Law was reorganized and renamed as the Chair of Comparative and European Law. From 2003 to 2018, it was headed by Doctor of Law, Prof. V. Muraviov.

Since September 2015, the English-language master's programme "European Business Law (language of study - English)/European Business Law" has been introduced. The guarantor of the programme is Assoc. Prof. I. Vlialko. Academics of the "Private International Law" and "Foreign Languages" chairs are also involved in the programme.

Main areas of research activities of the Chair are comparative law, European Union law, and the Council of Europe law.

The coordinated daily activities of the team is provided by Specialist of the 1st category of the Chair - Olena L. Sierova.

On September 11, 2019, at the meeting of the Chair of Comparative and European Law, the Programme for the development of the Chair for 2019-2024 was approved.
